Washington Car Title Requirements

When getting a vehicle title in Washington, there are several pieces of information and forms that are required by the DOL, including:

  • Vehicle Title Application (Form 420-001) for:
    • Out-of-state vehicle title transfer
    • Damaged car title replacement
  • Affidavit of Inheritance/Litigation (Form TD-420-500) for:
    • Deceased owner car title transfer
  • Affidavit of Loss/Release of Interest (Form TD-420-040) for:
    • Lost car title
    • Duplicate car title
    • Replacement car title
  • Bill of Sale for the vehicle
  • Current title (signed)
  • Odometer statement (for vehicles that are 10 years old or newer)

Washington imposes a 15-calendar-day timeframe to file titles. Transfers outside this window will be subject to penalties.

Additionally, there are several fees that are part of the vehicle title recovery request:

  • Standard certificate of title fee ($18)
  • Replacement title fee (if lost or damaged) ($39.50)
  • Expedited request (same-day) ($89.50)
  • Late title transfer penalty ($50 on the first day past the 15 calendar day timeframe, and $2/day after that, max of $125)
  • Electric vehicles and motorcycles (vary from $30 to $100)
  • Sales tax (6.8% state sales tax plus varied local taxes, often totaling 8.5% to 10.9%)

Washington Lien Release

Upon paying off a vehicle loan, you need to make sure this is reported to the DOL. This is important because you need to get a new title reflecting that the prior lien on it has been removed. Most lenders automatically submit the details to the DOL through the electronic system (ELT). The DOL will mail you the new, clear title directly. If your lender is not using the ELT, then they will sign the back of your original title and mail that to you, or they will send a separate lien release document on their official letterhead. You can take either document to the DOL to request a clear title. Now you are officially the sole owner of your vehicle.
