All vehicles in Rhode Island require a title, which is your proof of ownership. The vehicle title is also necessary when you sell or transfer ownership to someone else. While you have an active car loan, your lender is listed on the title as a lineholder. As soon as you pay off that loan, you will need a new, clear car title. If you do not currently have your vehicle’s title, you can go through the process to request it. We have outlined those steps below. However, if you do not want the hassle of figuring out forms, fees, and other details to the process, CarTitles.com can help with your title recovery. Rhode Island title-related fees may include:
When a car loan is paid off, your lender will either sign and return the original title to you, or send a separate lien release letter, which proves your loan has been paid in full. Rhode Island does not require that you apply for a new, clean title, but you must keep the lien release letter with your title to prove ownership when needed. If you lose your title, you will need to request a duplicate title using the TR-2/TR9 form linked above. You will need your lien release letter as well.

You will need to visit a branch of the RI DMV, and take your VIN check, proof of RI insurance, your current out-of-state title, and proof of residence. You also need to complete the Application for Registration and Title (TR-1). Rhode Island requires that this process is completed within 30 days of moving.
Complete the Application for Title (TR-2/TR-9) and send it via mail to the RI DMV with the required $52.50 fee.
To replace your car title, you will need to fill out Form MV-380 and either mail it to PennDOT or take it to a local PennDOT agent. The fee to complete your request is $72. Note that you can only request a replacement car title if you are the registered owner. Rhode Island does not issue titles for vehicles older than the 2000 model year.
You will need the vehicle’s original title, the death certificate, a VIN inspection, and a completed Sole Heir Affidavit form to the DMV. Alternatively, if you are the surviving spouse, you can sign the title over to yourself, though you will still need to present the current registration and death certificate. The DMV will charge a $51.50 transfer fee and any applicable sales tax.
You will need to complete the Application for Title (TR-2/TR-9), surrender your damaged title, and pay the $52.50 fee. Mail or return the application and damaged title to the RI DMV in Cranston. Note that the DMV will not print a title for vehicles with a model year of 2000 or older.

Rhode Island does not require that you apply for a new, clean title, but you need to keep the lien release letter with your title to prove ownership when needed.
