In Ohio, most lenders will use the electronic lien system (ELT) to automatically initiate the process as soon as your loan is paid in full. Through the ELT, they notify the Ohio BMV with the necessary details, and then the BMV will mail you a new, clear paper title. If your lender does not use the ELT, they may mail you the paper title that has been signed by them, along with a separate lien release document. You will need to take both of these to your local County Clerk of Courts Title Office to apply for a clear title. If you cannot reach your lender, you may need to go to the BMV for assistance with a bonded title.

Ohio charges a $15 fee for the registration, as well as $3.50 for the VIN inspection.
You can replace a lost car title at any County Clerk of Courts title office in person for same-day service. You will need your photo ID and the $15 fee. You can also mail in your request using the Application for Certificate of Title (BMV 3774). The form must be notarized, and you will need to provide a self-addressed, stamped envelope.
