Pennsylvania Car Title Requirements

  • Application for Certificate of Title (Form MV-1) (must be obtained in person; how to fill it out guide) for:
    • New car title
    • Damaged car title replacement
    • Out-of-state vehicle title transfer
  • Form MV-39 for deceased owner car title transfer
  • Form MV-380 for:
    • Duplicate car title
    • Replacement car title
    • Lost car title
  • Proof of PA insurance
  • Valid photo ID
  • Current title, certificate of salvage, or Manufacturer’s Certificate of Origin (MCO)
  • Odometer disclosure
  • VIN inspection (for out-of-state, foreign, and salvage titles)

You may also be required to pay the following fees:

  • Certificate of Title fee ($72)
  • Duplicate title fee ($72)
  • Recording lien fee ($36)
  • Registration plate transfer ($11)
  • County use fee ($5)
  • Sales tax (6% of purchase price)
  • Additional county-specific fees may apply; check with your local DMV

Pennsylvania Lien Release

To signify that your car loan has been paid in full, your lender will automatically notify PennDOT electronically using the ELT (Electronic Lien and Title) system. PennDOT will then process the information and mail you a clear title without the prior lienholder’s information listed. This process can take up to 30 days to complete. In rare circumstances, if your lender does not use the ELT, you will need to request a signed lien release letter or have them sign the release section on the original title.
